Pope in 'tectonic' shake-up of Vatican bureaucracy

Pope Francis on Saturday followed through on a promise made ahead of his 2013 election and published a much-anticipated shake-up of the Vatican's powerful governing body. 

The new constitution, which comes into effect on June 5, restructures parts of the unruly Roman Curia, and makes increasing the world's 1.2 billion Catholics the church's number one priority. 

Among the most significant changes are the possibility for lay and female Catholics to head up Vatican departments, and the incorporation of the pope's sex abuse advisory commission into the Curia. 

"Pope Francis has been working on a new organizational structure for the Vatican for nine years. It's a major aspect of his legacy," Joshua McElwee from the National Catholic Reporter said on Twitter. 

'Tectonic shift' 

Cardinals gathered for the conclave to elect a new pope in 2013 were divided between those who believed there were deep-rooted problems in the Curia and those who wanted to preserve the status quo. 

Ex-pope Benedict XVI, who had just resigned, was reported to have tried and failed to clean up a body some even blamed for preventing the church from properly tackling the child sex abuse scandal. 

Francis, 85, put together a group of cardinals to advise him over the years on how to reform the Curia, and has already enacted many changes as he moves to modernise the centuries-old institution. 

The 54-page text entitled "Proclaiming the Gospel", which replaces a constitution drawn up by pope John Paul II in 1988, creates a new department for evangelisation, to be headed up by Francis himself. 

Making himself "Chief Evangelizer" encapsulates a "tectonic shift to a more pastoral, missionary church," David Gibson, director of the Center on Religion and Culture at Fordham University, said on Twitter. 

In that vein, Francis says every baptised Christian is a missionary. 

"One cannot fail to take this into account in the updating of the Curia, whose reform must provide for involvement of laymen and women, even in roles of government and responsibility," he said. 

'Significant' 

The constitution, released on the ninth anniversary of the inauguration of Francis' papacy, makes the pope's charity czar, currently Polish Cardinal Konrad Krajewski, head of a department in its own right. 

It also brings the Vatican's Commission for the Protection of Minors -- a papal advisory body -- into the office which oversees the canonical investigations of clerical sex abuse cases. 

In doing so, the pope is "effectively establishing the Vatican's first safeguarding office", the Tablet's journalist Christopher Lamb said. 

Cardinal Sean O'Malley, who heads the Commission, said it was a "significant move forward", which would give institutional weight to the fight against a scourge which has plagued the church globally. 

But Marie Collins, an Irish survivor of clerical abuse who served on the commission before resigning in outrage in 2017 over the church's handling of the crisis, slammed it instead as a clear step back. 

"The Commission has now officially lost even a semblance of independence," she said on Twitter.

Number one: Spirituality. The systems of spiritual design on your planet are starting to change. This is not telling you that certain ones are going to go away. They're simply going to change. The doctrine of the Christ has always been to find the God inside. The teachings were clear. The examples of the miracles were given as an example of what humans could do, not to set a man up for worship as a God. So when that has been absorbed, the teaching of the Christ can remain the teaching of the Christ. It simply changes the interpretation. 

The teachings of the great prophets of the Middle East (all related to each other) are about unity and love. So once the holy words are redefined with new wisdom, the Human changes, not the words of the prophets. In fact, the prophets become even more divinely inspired and their wisdom becomes even more profound.

You're going to lose a pope soon. I have no clock. Soon to us can mean anything to you. The one who replaces him may surprise you, for his particular organization will be in survival mode at that point in time. That is to say that fewer and fewer are interested in starting the priesthood. Fewer and fewer young people are interested in the organization, and the new pope must make changes to keep his church alive. That means that his organization will remain, but with a more modern look at what truly is before all of you in a new energy. It is not the fall of the church. It is instead the recalibration of the divinity inside that would match the worship that goes on. It's a win-win situation. The new pope will have a difficult time, since the old guard will still be there. There could even be an assassination attempt, such is the way the old energy dies hard. That is number one. Watch for it. It's a change in the way spiritual systems work. It's a realignment of spiritual systems that resound to a stronger truth that is Human driven, rather than prophet driven.…”

Pope says Church can no longer tolerate silence on abuse

Vatican City (AFP) - Pope Francis said Saturday that silence on sexual abuse can "no longer be tolerated" as he ordered an investigation into Vatican archives concerning former archbishop of Washington Theodore McCarrick, who resigned in July.

"Both abuse and its cover-up can no longer be tolerated," said Francis in a Vatican statement in which he declared the Church had to tackle "the grave scourge of abuse within and beyond" the institution.

The case of McCarrick triggered a storm in August after Archbishop Carlo Maria Vigano, a former Vatican envoy to Washington, dropped a bombshell letter accusing the pope of ignoring allegations about the prominent US cardinal, one of the most senior Catholic leaders to face abuse allegations.

Following Vigano's letter, US groups representing survivors of sexual abuse by Catholic priests urged the Vatican to publish a list of clerics accused of sexual assault.

Saturday's Vatican statement said Francis was "aware of and concerned by the confusion that these accusations are causing in the conscience of the faithful."

The statement added: "Both abuse and its cover-up can no longer be tolerated" and said the Church had a duty "to prevent such crimes from being committed in the future to the harm of the most innocent and most vulnerable in society".

The statement also underlined that Francis had in an August letter to Catholics stated that "the only way that we have to respond to this evil that has darkened so many lives is to experience it as a task regarding all of us as the People of God.

"This awareness of being part of a people and a shared history will enable us to acknowledge our past sins and mistakes with a penitential openness that can allow us to be renewed from within," said the statement.

Regarding McCarrick, the Vatican said Francis "has decided that information gathered during the preliminary investigation be combined with a further thorough study of the entire documentation present in the Archives of the Dicasteries and Offices of the Holy See ... to ascertain all the relevant facts, to place them in their historical context and to evaluate them objectively."

The Vatican concluded the Holy See recognised "it may emerge that choices were taken that would not be consonant with a contemporary approach to such issues" but that, as Francis said in 2015, "we will follow the path of truth wherever it may lead."

Sex abuse claims rock Dutch Catholic Church

More than half of the Netherlands' senior clerics were involved in covering up sexual assault of children between 1945 and 2010, a press report claimed Saturday, further engulfing the Catholic Church in a global abuse scandal.

Over the course of 65 years, 20 of 39 Dutch cardinals, bishops and their auxiliaries "covered up sexual abuse, allowing the perpetrators to cause many more victims", the daily NRC reported.

"Four abused children and 16 others allowed the transfer of paedophile priests who could have caused new victims in other parishes," the Dutch newspaper added.

Church spokeswoman Daphne van Roosendaal told AFP the church could "confirm a part" of the report.

Other elements were based on anonymous information provided by a victims' assistance unit set up by the church.

"The names of several bishops correspond to those named in a report commissioned by the Church in 2010," the spokeswoman said.

Most of the accused clerics have since died, and the statute of limitations has expired in all cases, she added. Those still alive declined to comment, NRC said.

Meanwhile in France, a priest has been charged with sexually abusing four brothers, now aged from three to 17, his lawyer said Saturday.

The family brought the complaint against the 64-year-old priest, whose parish is in the central Cantal region. All four boys were said to be in the church choir.

The lawyer, Komine Bocoum, did not say when the alleged offences were said to have taken place.

Local bishop Bruno Grua said Saturday the his diocese was "shocked by these unspeakable acts".

They are the latest in a slew of assault allegations against the Catholic Church spanning several continents.

People in Australia, Europe, and North and South America have charged they were sexually abused by clergymen and lay people, in what German Archbishop Georg Gaenswein has called the Church's "own 9/11".

In August, Pope Francis declined to comment on a claim that he ignored sexual abuse allegations against a senior clergyman in the United States.

On Wednesday, the German Catholic Church said it was it was "dismayed and ashamed" by decades of child sex abuse by priests.

Pressure mounts on pope for tougher action on abuse scandals

Vatican City (AFP) - With the Catholic Church rocked by a devastating US report into child sex abuse, Pope Francis has this week sharpened his criticism on the explosive issue -- but he remains under pressure to enact far-reaching changes.

The US grand jury report accused more than 300 "predator" priests in the state of Pennsylvania of abusing more than 1,000 children over seven decades, sparking a fresh bout of soul-searching among senior Catholics across the world.

"The clock is ticking for all of us in Church leadership. Catholics have lost patience with us and civil society has lost confidence in us," Cardinal Sean O'Malley, the archbishop of Boston, who has been advising the pope on the issue, said in a statement last week.

The archbishop of Dublin, Diarmuid Martin, added: "It is not enough just to say sorry. Structures that permit or facilitate abuse must be broken down and broken down forever.

"Why does this not happen? Why must such a simple affirmation have to be repeated so often?" he said at a weekend mass in the Irish capital.

Martin, who will welcome the pope this weekend on his visit to Ireland -- a country where abuse scandals have dealt profound blows to the Church's credibility -- said he believes the Vatican's commission is too small to be effective.

Amid harrowing details of abuse, the US report directs this scathing comment to the Church hierarchy: "Priests were raping little boys and girls, and the men of God who were responsible for them not only did nothing; they hid it all. For decades."

The report once again puts the spotlight on Pope Francis, who has been criticised for not acting quickly enough to clamp down on the sprawling cases of abuse as well as for a reluctance to distance himself from certain cardinals suspected of omerta.

"With shame and repentance, we acknowledge as an ecclesial community that we were not where we should have been, that we did not act in a timely manner, realising the magnitude and the gravity of the damage done to so many lives. We showed no care for the little ones," the pontiff said in his letter earlier this week.

At the end of May, the Argentinian pope wrote a letter to the people of Chile, where an unfolding abuse scandal has sparked an impassioned debate.

This week in an unprecedented letter he addressed all of the globe's 1.3 billion Catholics about the "atrocities" of abuse.

'Excuses aren't enough'

While Francis acknowledged the work being done in some parts of the world to protect children, he admitted that the Church had "delayed" in applying the necessary sanctions.

The pope "did not, however, offer any new specifics" on possible new accountability measures, said American Vatican-watcher John Allen, noting that Francis did not make a single mention of the word "bishop".

"Among great swathes of public opinion, the idea is beginning to gain traction that mea culpas, statements and meetings with victims are not enough any more," according to Marco Politi, an Italian Vatican expert.

"It is now up to Francis to act as supreme legislator" by modifying the Church's canon law, Politi wrote in the Fatto Quotidiano newspaper.

He added that there were already "virtuous examples" in this area in the United States, Britain and Germany.

Journalist Emiliano Fittipaldi, who has carried out several investigations into the workings of the Church, told AFP that Francis could go further.

"The pope could force bishops' conferences to send recent reports of abuse to judicial authorities," he said. "Excuses aren't enough any more."

That is a sentiment echoed by many abuse victims.

"We don't want a trial within the Vatican!" said Francesco Zanardi, leader of an Italian abuse survivors' association.

According to Vatican-focused blog "Il Sismografo," the pope could soon publish specific guidelines for bishops on how to handle abuse claims -- but the Vatican has not confirmed this.

In 2016, Francis instigated a change in canon law which meant bishops could be removed if they were found to be "negligent" in the face of reports of paedophilia.

However, within Church law there is no wider requirement to report cases to the relevant judicial authorities. In certain countries this is a legal obligation but in others, bishops are loath to make it a rule.

Some commentators are also urging the Church to use its response to the crisis to undertake a reconsideration of its stance on celibacy.

In an opinion article published this week in French newspaper Le Monde, French-Canadian writer Nancy Huston appealed to the pontiff to abolish celibacy for priests and recognise the importance of sexuality for human well-being.

But even though Pope Francis said in 2014 that "celibacy is not a dogma", the Vatican does not yet seem ready to take the step of ending the practice.

The Vatican has agreed to lend one of Caravaggio’s most admired altarpieces, The Entombment of Christ, to Utrecht’s Centraal Museum for a new exhibition which will open in December. 

It is extremely rare for the work, which is over three by two metres, to be lent to another museum and the loan has taken over a year to arrange. 

The painting, which dates from 1603-04, will have a key place in the new exhibition Utrecht, Carravagio and Europe which features over 60 paintings, 46 of which have never been seen in the Netherlands before. 

The Carravagio work will be in Utrecht for four weeks but the exhibition itself runs until March 24, before moving to the Alte Pinakothek in Munich.

In the late 1980s, Marcia Herman-Giddens was working in a paediatric clinic at Duke University Medical Centre in North Carolina when she noticed a puzzling phenomenon. At the time, medical orthodoxy held that the average age of puberty for girls in the west was over 11. The numbers of under-10s that Herman-Giddens was seeing did not fit with this scenario. She began collecting data that eventually produced a study with the American Academy of Pediatrics that studied 17,000 girls and found that the average age of breast-budding among white girls was 9.9 years while for black girls it was 8.8.

The discovery was hugely controversial. Many doctors refused to accept the fact that more and more girls had begun to mature sexually before they had reached the age of 10. "The Lolita syndrome [the prurient fascination with the sexuality of young girls] created a lot of emotional interest," recalls Herman-Giddens, now at the University of North Carolina. "As a feminist, I wish it didn't."

Today most doctors accept that the age of onset of puberty is dropping steadily. Many studies have showed this to be the case for girls, and new research carried out by Herman-Giddens, and published by the American Academy of Pediatrics, has found the same for boys. The age of onset of biological adulthood continues to plunge. Consider the statistics provided by German researchers. They found that in 1860, the average age of the onset of puberty in girls was 16.6 years. In 1920, it was 14.6; in 1950, 13.1; 1980, 12.5; and in 2010, it had dropped to 10.5. Similar sets of figures have been reported for boys, albeit with a delay of around a year.

What factors lie behind this trend? Why are our children reaching biological adulthood at earlier and earlier ages? And what are the medical implications of this? Answers to these questions are still debated, although most scientists and health experts believe that the initial decline in the age in puberty was linked to general improvements in health in the west that began in the late 19th century. The trouble is that this drop, which was expected to stop, has simply continued at the same rate: a decline in four to five months in age of onset for each passing decade.

This relentless slide has begun to worry doctors who have proposed a host of causes to explain it. Increasing obesity is often quoted. In the young it is thought to increase blood levels of oestrogens that promote breast development and early studies seemed to confirm this by linking puberty to higher body mass index. However, a Danish study released last year in the journal Paediatrics found puberty occurring earlier in children regardless of body mass index at age seven.

Other factors that may be involved include a diet that is increasingly high in sugar and fat and declining physical activity. The cause could also be environmental, say other researchers – in particular, exposure to endocrine disrupters, chemicals in the environment that act on hormones.

Widespread industrial and pharmaceutical pollutants have already been shown to harm the normal sexual development of fish and animals. By extension, they may also contribute to earlier or disrupted puberty in children, these scientists contend.

As to the likelihood that precocious puberty poses perils for young people, this is still debated – though many parents worry that early sexual development puts strain on children who are being robbed of years of innocent childhood.
