Saudi Prince Alwaleed pledges $32 bn fortune to charity

Riyadh (AFP) - Saudi tycoon Prince Alwaleed bin Talal on Wednesday promised his entire $32 billion (28.8 billion euro) fortune to charitable projects in coming years, in one of the biggest ever such pledges.

The pledge is "maybe... the first such big announcement" of its kind in the region, and is modelled on a charity established by Microsoft founder Bill Gates in the United States, the prince told reporters.

Alwaleed said his charity "will help build bridges to foster cultural understanding, develop communities, empower women, enable youth, provide vital disaster relief and create a more tolerant and accepting world."

The money "will be allocated according to a well-devised plan throughout the coming years", he said, but stressed there was no time limit for the donation to be spent.

Alwaleed said he would head a board of trustees tasked with spending the funds, which would still be used after his death "for humanitarian projects and initiatives".

The 60-year-old magnate belongs to the Saudi royal family and is a nephew of king Abdullah, who died on January 23.

In the conservative Muslim kingdom, Alwaleed, who holds no government rank, is unusual for his high profile and periodic comments about economic issues.

"We are clearly in very close coordination with the Bill and Melinda Gates Foundation", which is already working with Alwaleed on a polio eradication project, he said.

"This is very much separate from my ownership in Kingdom Holding," and there should be no impact on the publicly listed company's share price, Alwaleed told reporters on the 66th-floor headquarters of the firm which he chairs.

'Dramatic and drastic'

But he said his charitable commitment would provide even more incentive for his business investments to be profitable.

As well as media stakes, Kingdom Holding has interests ranging from the Euro Disney theme park to Four Seasons hotels and Citigroup.

Alwaleed is constructing a tower in the Red Sea city of Jeddah that is to rise more than one kilometre (almost 3,300 feet) to be the world's tallest building.

Earlier this year, he opened a pan-Arab news channel in Bahrain but authorities there shut the station after less than 24 hours on air and a new home is being sought.

Alwaleed last week in Paris signed a letter of intent with France's CDC International Capital to create the first French-Saudi investment fund, worth up to $400 million.

A separate deal saw a French consortium and CDC IC invest about $150 million in Kingdom Holding.

Alwaleed told reporters he has already donated a total of $3.5 billion over more than 35 years through his Alwaleed Philanthropies.

The charity has distributed houses and provided electricity to isolated Saudi communities, while supporting other projects around the world.

He said he announced his pledge now, after years of preparation, to institutionalise the process "so they can continue after my lifetime".

Flanked by his son Prince Khaled and daughter Princess Reem, he said they will be president and vice-president of the charity after he dies.

"I believe that a person should take dramatic and drastic decisions at his peak," Alwaleed said, proclaiming himself to be in good shape.

"I'm very healthy, enough to bike every day three hours," he said. "I assure you my health is good."

African Union vows Ebola fund as Oxfam calls for 'Marshall Plan'

Addis Ababa (AFP) - The African Union plans to launch an Ebola fund and disease control centre, officials said Wednesday, as aid agency Oxfam warned leaders needed to keep their promises to boost healthcare systems on the continent.

Oxfam called for a "massive post-Ebola Marshall Plan", referring to the United States aid package to rebuild Europe after World War II.

"This disaster might have been avoided if African governments had made free public health care and spent more on their health systems, under the commitment they made 14 years ago in the Abuja Declaration," Oxfam said in a statement.

"It's clear that Africa's existing architecture for early disease detection, response and control is wholly inadequate," the aid agency added.

AU Commissioner for Social Affairs Mustapha Sidiki Kaloko on Wednesday said an African Centre for Disease Control and Prevention would be set up by mid-2015.

"It is a reality, it is going to happen," Kaloko said, with the first phase concentrating on setting up "an early warning system" for the detection of epidemics. "We should be ready the next time. We shouldn't be caught unprepared."

However, its exact location remains undecided.

"We will start with a coordination centre within the AU and then set up up to eight regional centres," Kaloko added.

The AU Ebola Solidarity fund will be launched on Friday during a summit meeting for leaders of the 54-member bloc, which has already sent hundreds of health workers as part of its mission to tackle the outbreak in west Africa.

In November, the AU, African Development Bank and regional business leaders set up a crisis fund to help areas hit by the Ebola outbreak, with some $28 million pledged.

"It is time for Africa to mobilise its own resources in support of its development and take charge of its own destiny," AU chief Nkosazana Dlamini-Zuma said Wednesday.

The worst outbreak of the virus in history has seen nearly 9,000 deaths in a year -- almost all in the three west African countries of Liberia, Guinea and Sierra Leone -- and sparked a major health scare worldwide.



The years 2013 to 2025 are the final phase. I tell you now that these things are going to sound too grand. What I give you now are only potentials and you may hear them and say, "Well, those are just potentials. They're too grand. Those things can't happen." Go back with me 20 years. All the potentials I gave you in 1989 took place. They took place because that was what was within the potentials. It was a reading of humanity within your consciousness. So I do it again, now. These are the potentials for the final phase of the Great Shift.

The first one is the adjustment of actual Human societal thinking. It represents the energies in the way you work and think. These are the kind of things a sociologist would study. Let me give it another name: It's an actual shift to a higher vibration of Human nature. "Kryon, that's impossible. Human nature is Human nature. We can't change it." Well, you've already begun it. You're starting to clean up your financial institutions worldwide. Did you notice? Dear ones, if anyone had ever told you 30 years ago that you were going to clean up your financial institutions, they would have laughed. For don't you know the way society works? Those who have the money win. Banks hold all the cards, and they are run by the those in high places. They are untouchable, since the government is often the same people! Well, why don't you tell them that today. Look around you, because something just happened. It's not working that way, is it? What would make the difference? Consciousness. A new paradigm. You can see it in the news.

Here is another one. A change in what Human nature will allow for government. "Careful, Kryon, don't talk about politics. You'll get in trouble." I won't get in trouble. I'm going to tell you to watch for leadership that cares about you. "You mean politics is going to change?" It already has. It's beginning. Watch for it. You're going to see a total phase-out of old energy dictatorships eventually. The potential is that you're going to see that before 2013. They're going to fall over, you know, because the energy of the population will not sustain an old energy leader. Remember where you heard it... in a strange, esoteric meeting with a guy in a chair pretending to channel. [Kryon being factious... Kryon humor] Then when you hear it, you'll know better, won't you? "Maybe there was something really there," you'll say. "Maybe it was real," you'll say. Perhaps you can skip all the drama of the years to come and consider that now? [Kryon humor again]

These leaders are going to fall over. You'll have a slow developing leadership coming to you all over the earth where there is a new energy of caring about the public. "That's just too much to ask for in politics, Kryon." Watch for it. That's just the beginning of this last phase. So many things are coming. The next one is related to this, for a country in survival with sickness cannot sustain a leadership of high consciousness. There is just too much opportunity for power and greed. But when a continent is healed, everything changes.

The next one: You're going to heal a continent. Watch for it. It begins. Watch for major shift in Africa. We have said this before, even within the meetings I spoke in what you call the United Nations. Africa has never even been a potential player in the economic field, because it has been sick. What happens when you heal a continent? I'm going to tell you. Suddenly, the people on that continent also want what you have - government that works, peace, their own homes, schools, hospitals, and even banks where they can borrow from. They don't have any of those now, not really. Everything with substance is from somewhere else. That means you're going to have a continent that's going to arise that will become a major player on the stage of Earth's finances and political influence - an entire continent with all the resources on it, with even the potential for unification of common purpose, much like what you have now in your EU. I'm giving you information, and when it happens, again, I say you'll remember where you heard it.

Many years ago, the prevailing thought was that nobody should consider China as a viable player on the economic stage. They were backward, filled with a system that would never be westernized, and had no wish to become joined with the rest of the world's economic systems. Look what has happened in only 30 years. Now, look at Africa differently.   …”

Soon the continent will have what they never had before, and when that continent is healed and there is no AIDS and no major disease, they're going to want what you have. Africa will arise out the ashes of centuries of disease and despair and create a viable economic force with workers who can create good products for the day. You think China is economically strong? China must do what it does, hobbled by the secrecy and bias of the old ways of its own history. As large as it is, it will have to eventually compete with Africa, a land of free thinkers and fast change. China will have a major competitor, one that doesn't have any cultural barriers to the advancement of the free Human spirit.. ...."

Chilean prosecutors drop charges over 2010 mine collapse

The Chilean public prosecutor's office has decided not to press charges against the owners of a mine that collapsed in 2010, trapping 33 workers underground for 70 days. Miners have responded with anger.

After a three-year probe into the mine collapse, the public prosecutor's office said the investigation had left it "unconvinced" of the need to file charges.

One of the miners, Mario Sepulveda, told the AP news agency that the decision was "a disgrace to Chile's justice system."

"It's impossible that in an accident of this magnitude no one is held responsible," said Sepulveda, who became a spokesman for the men at the time of the collapse and subsequent dramatic rescue. He added: "Today, I want to dig a deep hole and bury myself again; only this time, I don't want anybody to find me."

Shortcomings

Laurence Goldborne, who was mining minister at the time of the accident, also condemned the decision.

"It seems incredible to me that this would be the decision after a three-year probe," he said, stressing that the mine had obviously not been properly managed.

"Had the chimney at the San Jose mine had a ladder, in accordance with regulations... the 33 miners would not have spent 70 days trapped 700 meters (765 yards) under the ground," Goldborne said.

After the rescue, Chilean President Sebastian Pinera had vowed that those responsible for the cave-in would be held responsible.

A civil suit for compensation for the miners has been filed. A lawyer for 31 of the 33 men, Renato Frenafeta, said most of them had suffered from "serious psychological consequences" following the accident.

He said many could no longer work.

Worldwide broadcast

The San Jose mine in the Atacama Desert caved in on August 5, 2010, trapping the 33 miners in a hollow space under tons of rock. More than two weeks passed before it became known that the men had survived, which they did by stretching their 48-hour supply of emergency rations for 17 days.

Eventually, a narrow shaft was drilled into the hollow where the men were enclosed, establishing contact and allowing food and water to be sent to them.

The miners were finally rescued on October 13 in a spectacular operation that was broadcast around the world.

The incident focused attention on safety issues in the Chilean mining industry, one of the country's most important sources of income.

Following the accident, the rate of mining-related deaths and accidents in Chile fell, a fact the Mining Ministry attributes to better oversight by inspectors.

Let me tell you what it means. Let us take a look at the numerology attributes of 33 from the ancients to modern day. The number 33 is called a master number. It is not to be broken apart numerologically, but you could still look at the attributes of the three alone if you wish. The three in numerological terms is a catalyst energy. A catalytic energy changes things around it. When you put two threes together, they represent one of the highest energies on the planet. It's so high that it's the last master number that is definable by humanity.

In numerology, 44 has no definition. Even those in Tibet who helped originate the numerological system said that 44 was multidimensional and had no paradigm of definition. Neither did 55 or 66 or 77. Thus, 33 was the highest of all defined master numbers and remains so to this day.

Now, don't misunderstand what I'm going to tell you, for this definition is not about the Human Being; it's about an attribute. Thirty-three is defined as the passion of the Christ. Not the man, but the attribute [the noun, compassionate redeemer], the passion of the Christ. Is there anything higher than this? The number 33 is the highest compassion number of them all, and here it was right in Chile, where the heart center moves to. This compassion for the miners was a metaphor filled with energy and things to look at, but nothing will ever be the same here. And how does it make you feel? ...."

Solar Shield--Protecting the North American Power Grid: NASA

Oct. 26, 2010: Every hundred years or so, a solar storm comes along so potent it fills the skies of Earth with blood-red auroras, makes compass needles point in the wrong direction, and sends electric currents coursing through the planet's topsoil. The most famous such storm, the Carrington Event of 1859, actually shocked telegraph operators and set some of their offices on fire. A 2008 report by the National Academy of Sciences warns that if such a storm occurred today, we could experience widespread power blackouts with permanent damage to many key transformers.

A new NASA project called "Solar Shield" could help keep the lights on.

"Solar Shield is a new and experimental forecasting system for the North American power grid," explains project leader Antti Pulkkinen, a Catholic University of America research associate working at NASA's Goddard Space Flight Center. "We believe we can zero in on specific transformers and predict which of them are going to be hit hardest by a space weather event."

The troublemaker for power grids is the "GIC" – short for geomagnetically induced current. When a coronal mass ejection (a billion-ton solar storm cloud) hits Earth's magnetic field, the impact causes the field to shake and quiver. These magnetic vibrations induce currents almost everywhere, from Earth's upper atmosphere to the ground beneath our feet. Powerful GICs can overload circuits, trip breakers, and in extreme cases melt the windings of heavy-duty transformers.

This actually happened in Quebec on March 13, 1989, when a geomagnetic storm much less severe than the Carrington Event knocked out power across the entire province for more than nine hours. The storm damaged transformers in Quebec, New Jersey, and Great Britain, and caused more than 200 power anomalies across the USA from the eastern seaboard to the Pacific Northwest. A similar series of "Halloween storms" in October 2003 triggered a regional blackout in southern Sweden and may have damaged transformers in South Africa.




While many utilities have taken steps to fortify their grids, the overall situation has only gotten worse. A 2009 report by the North American Electric Reliability Corporation (NERC) and the US Department of Energy concluded that modern power systems have a "significantly enhance[d] vulnerability and exposure to effects of a severe geomagnetic storm." The underlying reason may be seen at a glance in this plot:

Since the beginning of the Space Age the total length of high-voltage power lines crisscrossing North America has increased nearly 10 fold. This has turned power grids into giant antennas for geomagnetically induced currents. With demand for power growing even faster than the grids themselves, modern networks are sprawling, interconnected, and stressed to the limit—a recipe for trouble, according to the National Academy of Sciences: "The scale and speed of problems that could occur on [these modern grids] have the potential to impact the power system in ways not previously experienced."

A large-scale blackout could last a long time, mainly due to transformer damage. As the National Academy report notes, "these multi-ton apparatus cannot be repaired in the field, and if damaged in this manner they need to be replaced with new units which have lead times of 12 months or more."

That is why a node-by-node forecast of geomagnetic currents is potentially so valuable. During extreme storms, engineers could safeguard the most endangered transformers by disconnecting them from the grid. That itself could cause a blackout, but only temporarily. Transformers protected in this way would be available again for normal operations when the storm is over.

The innovation of Solar Shield is its ability to deliver transformer-level predictions. Pulkkinen explains how it works:
"Solar Shield springs into action when we see a coronal mass ejection (CME) billowing away from the sun. Images from SOHO and NASA's twin STEREO spacecraft show us the cloud from as many as three points of view, allowing us to make a 3D model of the CME, and predict when it will arrive."

While the CME is crossing the sun-Earth divide, a trip that typically takes 24 to 48 hours, the Solar Shield team prepares to calculate ground currents. "We work at Goddard's Community Coordinated Modeling Center (CCMC)," says Pulkkinen. The CCMC is a place where leading researchers from around the world have gathered their best physics-based computer programs for modeling space weather events. The crucial moment comes about 30 minutes before impact when the cloud sweeps past ACE, a spacecraft stationed 1.5 million km upstream from Earth. Sensors onboard ACE make in situ measurements of the CME's speed, density, and magnetic field. These data are transmitted to Earth and the waiting Solar Shield team.

"We quickly feed the data into CCMC computers," says Pulkkinen. "Our models predict fields and currents in Earth's upper atmosphere and propagate these currents down to the ground." With less than 30 minutes to go, Solar Shield can issue an alert to utilities with detailed information about GICs.

Pulkkinen stresses that Solar Shield is experimental and has never been field-tested during a severe geomagnetic storm. A small number of utility companies have installed current monitors at key locations in the power grid to help the team check their predictions. So far, though, the sun has been mostly quiet with only a few relatively mild storms during the past year. The team needs more data.

"We'd like more power companies to join our research effort," he adds. "The more data we can collect from the field, the faster we can test and improve Solar Shield." Power companies work with the team through EPRI, the Electric Power Research Institute. Of course a few good storms would help test the system, too. They're coming. The next solar maximum is expected around 2013, so it's only a matter of time.

£300m earthquake aid 'misused by Zardari’

More than £300 million in foreign aid for victims of the 2005 Pakistan earthquake has been diverted by President Asif Zardari's government to other causes, officials have told The Daily Telegraph.

They now fear that the alleged diversion of funds will deter donors from giving further aid after the country's devastating floods.

According to senior officials, schools, hospitals, houses and roads planned with money given by foreign governments and international aid groups remain unbuilt almost five years after the earthquake which killed 80,000 and left four million people homeless.

International donors gave £3.5 billion to rebuild vast swaths of Pakistan's Kashmir and Khyber-Pakhtunkhwa provinces after the earthquake destroyed the region's infrastructure.

However, senior Pakistani officials yesterday said more than £300 million given in aid has yet to be handed over to the country's Earthquake Reconstruction and Rehabilitation Authority (ERRA).

Nawaz Sharif, Pakistan's opposition leader, last night said suspicion among potential donors was hampering the fund-raising effort to help more than 14 million people displaced by the floods which have swept away buildings, bridges and roads in Khyber-Pakhtunkhwa, Sindh and Punjab provinces.

"There's reluctance, even people in this country are not giving generously into this flood fund because they're not too sure the money will be spent honestly," he told The Daily Telegraph.

Mr Zardari has already been criticised for his handing of the floods after failing to cancel his foreign trip, which included a meeting with David Cameron at Chequers, despite scale of the disaster. So far 14 million people need help and 1,600 have died, making it the world's worst humanitarian disaster, according to the UN.

Mr Zardari has now failed to cancel a trip to Russia next week but has scaled it down from a two-day visit to a one-day visit.

Earthquake reconstruction directors were first told their budgets were being cut in March 2009 when 12 billion Pakistan Rupees (£90 million) was diverted from their budget to other government projects. They were told: "When we have the money we will pay you," said one senior official. "All the money was given by Western governments, but they said 'we have so many other problems,'" he added.

In June this year, ERRA staff were told their 2010-2011 budget of 43 billion Pakistan Rupees (£322 million) had been but down to just 10 billion Rupees (£75 million).

In Balakot, where 5,000 of the town's 25,000 people were killed in the earthquake, thousands of families were told their entire town would be rebuilt six miles away because it stood directly in the 'red zone' directly above the fault line.

But despite promises that the new town would be completed by last month, not a single new road has been completed nor a building construction begun on the site of "New Balakot". When the Telegraph visited the "new town" this week mechanical diggers stood rusting and security guards said there had been no work on the site for more than a year. Officials said contractors had not been paid since April and were still owed £22.5 million. Kamal Nawaz,30, of Gairlat Village, where families of 14 are living in tiny two room temporary huts, said:"they told us they could build three new Balakots but we're still waiting for one." A minute of an ERRA meeting to discuss the funding crisis earlier this month decided there would be "no further work on all on-going projects," while an internal letter dated August 6th explained that as a result of the "rationalization exercise" several offices would have to be closed and assets auctioned. Plans have also been made to cut its 3000 staff down to 800.

Officials said as all the earthquake reconstruction projects had been identified and budgeted for with funds donated by foreign governments and aid agencies, there was no justification for the cuts.

Pakistan's finance secretary Salman Siddiq said the government had rejected requests for extra funds because of the country's fiscal deficit but denied any foreign aid funds had been diverted. "No cuts were imposed last year," he said.

BP blunderer's golden goodbye: Hayward exits with £10m pension pot as an American replaces him

The embattled head of BP was on the brink of baling out last night – with a golden parachute to break his fall.

Tony Hayward will receive a seven-figure payoff and a pension estimated at £450,000 a year.

He will stand down by tomorrow morning after three months of abuse left him described as the ‘most hated and clueless man in America’.

The enforced departure of the 53-year-old Briton will top the agenda at a crucial London board meeting today.

He has been widely seen as a ‘dead man walking’ ever since an oil-rig explosion led to the worst-ever environmental disaster in the U.S.

The focus will not be on if he goes but when, and how much it costs. During his 28 years at BP, he has built up a gold-plated £10.8million pension pot which he can start taking at 60.

He is also entitled to a year’s salary, equal to just over £1million. His departure follows a disastrous series of PR gaffes since 11 died in an explosion on April 20 in the Gulf of Mexico.

One of his most notorious was to admit: ‘I want my life back’, at a time when millions of barrels of oil were gushing into the ocean, wrecking the livelihoods of thousands of Americans.

A few weeks later, his decision to go sailing on his yacht in the Isle of Wight added to suspicions that Mr Hayward was not being suitably contrite. But the level of the fury from America has been extraordinary and relentless despite the fact that BP was not solely responsible for the disaster.

President Obama warned: ‘He wouldn’t be working for me after any of those statements.’


Yesterday a BP spokesman insisted that Mr Hayward, whose family have been the victims of crank phone calls, hate mail and death threats, remains the company’s chief executive.

But his departure is inevitable, and will be the second headline-grabbing exit of a BP chief executive in just three years. In 2007, his predecessor Lord Browne dramatically resigned after admitting lying on oath to a High Court judge.

He had desperately tried to prevent the publication of a story about his homosexuality, which he had never publicly revealed, and his former gay lover. Sources say Mr Hayward is unlikely to leave immediately, as BP typically has an orderly handover between two bosses.

His replacement is tipped to be Bob Dudley, an American who replaced him in overseeing the daytoday operations in the Gulf.

The chairman, Carl-Henric Svanberg, whose insistence that BP cares about the ‘small people’ was seen as patronising and insensitive, is expected to stay.

BP will tomorrow publish its quarterly results, which could reveal the largest quarterly loss in British corporate history. They will reveal the financial impact of the oil spill, with provisions of up to £20billion for capping the well, the clean-up and the cost of damage claims.

Its latest update, published on July 19, revealed that it has mobilised 43,100 people, more than 6,470 vessels and dozens of aircraft. It has already paid out around £135million to 67,500 claimants, and says the cost of the response has totalled £2.6billion – so far.

The company says it will finish placing the last piece of pipe into a relief well intended to help kill the oil leak ‘some time in the next week’. News of Mr Hayward’s hefty payoff caused outrage yesterday among fishermen in the Gulf of Mexico, many of whom have failed to see any of the compensation promised by BP.

Captain Greg Henry, whose charter boat business off the coast of New Orleans has been shut down and now relies on handouts from charities to survive, said: ‘I don’t think it is fair that he is getting so much and makes me sick to my stomach.

‘My life has been ruined by the oil spill and BP are not looking after me because I do not have the right paperwork. ‘I don’t know how Tony Hayward can sleep at night.’

John Carleton, 57, who works on a charter boat in Fort Walton, Florida, said: ‘Will people be angry? Hell, of course. It’s going to be galling and a slap in the face for the fishermen who have lost everything.

‘Many of the fishermen who delayed putting in their claims are finding it tougher than before to get money from BP and some of them are going to lose the shirts on their backs.’

There was also criticism from families of those who lost loved ones in the Lockerbie bombing. BP executives are due to be questioned this week on what role, if any, the company played in securing the release of Abdelbaset al-Megrahi, the only man convicted of 270 deaths when Pan Am Flight 103 was blown out of the sky over Scotland.

Frank Duggan, president of Victims of Pan Am 103 Inc, which represents the families of those killed, said: ‘With the hearing before Congress this week, some people will see this as bad timing. ‘It’s the chance to finally get some answers from BP and Mr Hayward, and it doesn’t look like he is going to be there.’

Captain Clueless walks the plank... but is he just a handy scapegoat?

Pouring oil on troubled waters usually means solving a crisis.

In Tony Hayward’s case, it has signified precisely the opposite.

For any chief executive at the centre of a global crisis, the PR skills – or lack of them – displayed by the hapless Mr Hayward would have been embarrassing enough.

For the chief executive of BP in the wake of the environmental catastrophe unleashed in the Gulf of Mexico, it has been nothing short of disastrous.

Episodes which stand out include the picture of Mr Hayward, in baseball cap and sunglasses, sailing around the Isle of Wight in June, some 4,500 miles away from the site of the spill off America’s south coast.

This earned him the nickname Captain Clueless in the U.S. Then there was his ill-chosen comment: ‘I would like my life back’, just six weeks after the oil rig explosion.

Not to mention ‘I think the environmental impact of this disaster is likely to be very, very modest’ ... the spill was ‘relatively tiny’ compared with the ‘very big ocean’ ... ‘Apollo 13 did not stop the space programme’.

And so on. Clearly Tony Hayward did not have a ‘good crisis’ – not in front of the cameras anyway – and for this he is paying the price.

He has also received death threats, hate mail and ‘nasty’ phone calls at the home near Sevenoaks, Kent, he shares with wife Maureen, a geophysicist and former BP employee, and their two children, Kieran, 19 and Tara, 15.

But hasn’t this whole affair also been riddled with hypocrisy and an underlying ‘anti-British’ theme from the very start, with Mr Hayward emerging as a very convenient scapegoat?

It was President Obama himself, remember, who announced that he wanted to ‘kick ass’ over this ‘British’ disaster, this from a man who was also accused of taking his eye off the ball by indulging in a leisurely five-hour round of golf for the second time in a week – around the same period Tony Hayward was relaxing on his boat.

Also, a decade has passed since the oil-producing giant changed its name from British Petroleum to BP, better to reflect its modern, multinational structure, rather than more parochial origins.

Yet by continually stressing the word ‘British’, the Obama administration chose to present America’s environmental disaster as being foreign, specifically British-inflicted.

Today, while BP’s HQ remains in London, its corporate statistics are weighed towards the U.S. The board of 12 directors is split evenly between British and American nationals.

But almost 23,000 of its other employees are American, compared with 10,000 Brits. And guess who owned the rig, which exploded on April 20, claiming 11 lives?

Answer: American firms. President Obama would later compare the spill to the 9/11 attacks. That analogy caused dismay even in the States.

Not surprisingly, Tony Hayward became Public Enemy No 1 and hauled before the U.S. Congress, where he was dubbed the ‘Bumbler from BP’.

Admittedly, it was not the most assured performance and left the impression that he was trying to duck responsibility by refusing to answer questions some 65 times, replying to one interrogator: ‘I can’t answer that question because I wasn’t there.’

But where was Tony Hayward’s boss when he was taking all the flak? Carl-Henric Svanberg, BP’s Swedish chairman, was said to have begun an affair with blonde, married mother-of-three Louise Julian as his own marriage collapsed.

So enamoured was he with his new girlfriend that within days of the oil erupting, he allegedly whisked her away for a cruise on board his 77ft yacht. When he did finally surface, he told Radio 4’s Today programme that he cared about the ‘small people’ – words seen as patronising the individuals whose livelihoods had in one way or another, been blighted by the spill.

Sweden’s so-called answer to Richard Branson was later forced to issue a public apology in which he admitted that he had spoken clumsily.

Needless to say, Mr Svanberg is still in his job. Tony Hayward became BP’s chief executive in 2007, replacing Lord Browne, who had worked at BP since 1966 and earned the nickname the ‘Sun King’ for his lavish lifestyle.

The two men could not have been more different. Mr Hayward, a down-to-earth man brought up in Slough, Berkshire, was – unlike his predecessor – no celebrity administrator. Educated at Windsor Grammar School, he spent as much time on the playing fields as at his studies – captaining the local football team but also passing A-levels in economics, Chemistry and Geology before going to Birmingham University.

He joined BP in 1982, learning the oil business from the ground up as a geologist. One of his first tasks was searching for oil-bearing rocks in remote areas, taking on challenging assignments from offshore rigs in the North Sea to the jungles of South America.

He acquired experience as a project manager, group treasurer and head of BP’s exploration and production arm.

The irony, of course, is that, by common consent, Tony Hayward, in the words of one former BP chairman, has been a ‘superb chief executive – and that doesn’t change because of this accident’.

So is he a scapegoat – or simply being held to account for his failures? There’s no denying he’s handled himself terribly in public, but could it be that, as the British face of the company, he’s been made to bear more than his fair share of the blame?
